This is a very easy trail and you will probably not need 4-wheel drive, though a car with low clearance is not recommended. You follow a dirt road in through some confusing spurs. If you stay on the widest and most-travelled sections of road you should be fine. There are signs marking the way to Pritchett Arch that you can follow, as that arch is past Picture Frame Arch on the same road.
Follow the dirt road for 5.4 miles until you see Prostitute Butte (also known as Lone Rock). Turn at the "Y" before you get to the butte or you can turn when you get right next to the butte.
This side of the butte has Balcony Arch at the very top, though you cannot climb up to it. Follow the trail around the butte to the other side and park close to see Picture Frame Arch.
This side of the butte has an arch you can climb to and it is recommended. When you look out through the arch at the scenery it makes a perfect picture frame. The hike up to the arch coming from the left side is easier than the path coming from the right side of the arch.
Return the way you came, and optionally visit the overlook on Kane Creek Canyon Rim. To get there, drive 5 miles further away from the main road, past Prostitute Butte. There is a single lane road on your left as you get to the top of a hill after a shelf road. The overlook is very close to the main road and worth the trip.
Note that if you run the Behind The Rocks trail you will see these arches midway through the trail and take the main dirt road on your way out.

Driving Directions From Moab take Highway 191 south about 12.3 miles. The trail starts to the right of the highway on a dirt road with a cattle guard and signs to Pritchett Arch (Picture Frame Arch is on the way).
